So my brother convinced me to split the money for an action replay. Unlike him however, i have morals and prefer not to cheat. But I began to think, how far is "cheating." If I get a code to get event pokemon, that seems ok, but if I go use a hacked master ball to catch them, does that make it illegit? What about if I EV train legit, then use hacked rare candies to get the pokemon to 100? I was just curious as to what opinions people have.

If you can get something to happen without a gameshark or any kind of work with the source code, then I consider something legit. Missingno is a glitch, Mew in Red/Blue/Yellow is legit, celebi in R/B/Y is probably not legit.
If you can get to something with "A," "B," "Start," or "Select," it's legitamayte

when it comes to pokemon the legit part really means it has an ev spread that you made by training, and the ivs are generated like every other pokemons ivs are generated, not all hacked 31s. the rare candy thing....who honestly cares? i mean i think its less meaningful to have a lvl 100 pokemon you rare candied to 100, but really it doesnt make a differance because in the end you have no hacked advantage over other people. getting to 100 isnt even that hard anyway.
the masterball thing i think is not legit however, cuz catching pokemon does require some amount of skill and a lot of luck sometimes, so getting everything you want first try is gay.
the event pokemon: if you use AR to trigger the event and then catch it legitly, then its all good, cause its gay that you need an event anyway cuz those never happen.

Yeah that's kinda what i figured. I refuse to battle my bro who in 10 min built an uber hacked team.
Now the question arises, how big of a jerk am i if i trade hacked poke's over wifi? I'm not really considering doing it, except maybe for ppl who ask for a lvl 9 and under Mew, which can only be hacked.

Dave pretty much hit the nail on the head. The only thing different I have to say is that I don't see using master balls as too much of a problem. While it's much more satisfying to see all of your Pokemon coming out of non-master balls, it can be a royal pain in the ass trying to get a legendary with a good nature and IVs by catching it over and over again the "right" way.
And about the whole GTS thing, it's better if you don't, but like you said, if they're asking for something like a 9 and under Mew than it's perfectly fine since something like that is impossible to get without hacking.
